The market

Why enter the EAEU.

Five member states. More than 180 million people. One registration procedure that can open the rest of the Union through recognition.

01

More than 180 million people

Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan. A single market with one regulatory framework for medicines.

02

Russia alone — about $40 billion

The Russian pharmaceutical market exceeded 3.3 trillion roubles in 2025. The rest of the Union adds further commercial volume.

03

More than half still imported

In 2026 roughly 56% of drug spending in Russia by value went to imported products — particularly complex therapies local production has not replaced.

04

Dietary supplements at 279 billion

The legal BAD market in Russia reached 279 billion roubles in 2025. Demand for preventive products continues to grow.

The demand is structural. The barrier is the procedure. SoloReg takes the product from the portfolio list to an authorisation that can be used.

The sequence

From a product list to a dossier that can be filed.

Seven movements, held by one house. Classification, strategy, the eCTD, the language of the file, an internal review, the filing — and the work that continues after the clock has started.

01

Before a module is opened

Portfolio analysis and classification

Every line of the list is read against the procedure it actually belongs to. A medicine is not a device, and a dietary supplement is not filed as a medicinal product because the pack looks pharmaceutical.

  • Medicinal products — the EAEU procedure under Decision No. 78

  • Medical devices — Decision No. 46

  • Dietary supplements — national state registration, not the Union medicinal procedure

  • Veterinary products, cosmetics and APIs — each on its own pathway, including a DMF where the substance, not the finished product, is the filing

  • Submission type named at the start: full, generic, hybrid or bibliographic

If this is skippedMisclassification is the most expensive error in this market. It ends in a refusal, or in a procedure the other member states cannot recognise.

02

Before anyone is asked to spend

Strategy and the gap

The documentation you already hold is set against the requirements of the procedure just chosen. Missing science is named now, not discovered as a query in month nine.

  • Module 2 summaries, analytical methods, stability, specifications

  • Readability testing of the patient leaflet, where the procedure requires it

  • Bioequivalence or other local clinical work — only if the pathway demands it

  • A reference member state chosen for this product. Often Russia or Kazakhstan. Never by habit

If this is skippedA gap found after filing costs the clock. A gap found here costs a meeting.

03

eCTD, modules 1–5

The dossier, assembled as one file

Not a folder of PDFs renamed the week before submission. One lifecycle, with an owner for every module.

Module 1 — Administrative

Application forms, product information (SmPC and leaflet) in the language of the procedure, packaging mock-ups, fees, powers of attorney.

Module 2 — Summaries

Quality, non-clinical and clinical overviews. The Russian text is written as a regulatory document, not passed through a general translator.

Modules 3–5 — The science

Quality, non-clinical and clinical reports. Source data is held, cross-referenced and completed only where the gap analysis says the authority will ask.

04

Language is part of the dossier

Translation, terminology, legal form

Translation is not a service bolted on at the end. Notarisation is used where the authority requires an instrument to be notarised — and nowhere else. A stamp on every page is not a sign of care.

  • Module 1 and Module 2 into Russian, against a locked glossary: INN, ATC, dosage form, packaging

  • Powers of attorney, GMP certificates, certificates of a pharmaceutical product and corporate documents — legalised only as the procedure specifies

  • One terminology across every module, so a query cannot be opened on a word

05

Nothing is filed unread

Pre-submission review

Three readings have to agree before the clock is allowed to start.

  • Technical — eCTD structure, lifecycle, bookmarks, cross-references

  • Regulatory — conformity with the rules of the chosen procedure

  • Scientific — consistency of data, specifications and the claims on the label

06

The clock, and what runs beside it

Submission to the reference state

The dossier goes to the Ministry of Health of the reference member state. Two other pieces of work start the same week, because the review does not wait for them.

  • Official filing, and the start of the review clock

  • GMP inspection of the manufacturing site, arranged rather than hoped for

  • Import of samples for expert laboratory testing

07

Authorisation is a correspondence

Queries, samples, and the rest of the Union

The certificate is not the end of the engagement. A registration in one member state is the beginning of the Union.

  • Review status, watched — not checked when you ask

  • Answers to the authority inside the time the procedure allows

  • Samples placed with the expert institution of the Ministry

  • Follow-up of the GMP inspection

  • Mutual recognition in the other EAEU states, prepared before the reference decision, not after it

The opening move

Begin with the list.

Send the portfolio. Within 24–48 hours you have a reading: which products should lead, which procedure each one belongs to, and where the file is not yet ready.

Start the analysis

Engagement

Flexible payment,
shaped around your project.

Product category, target markets, the condition of the existing dossier and the depth of support all change the scope. SoloReg does not publish a fixed tariff. Each engagement is quoted after the portfolio has been read.

Payment is staged with you.

The schedule is not fixed in advance. The number of instalments, their size and their timing are agreed with the client and can follow an internal budget cycle, a multi-product portfolio or a preferred currency. What follows is a customary rhythm — a starting point, not a condition.

01

Initiation

Portfolio analysis, classification, gap analysis and the registration strategy.

02

Filing

Completion of the eCTD, translation, and formal submission to the authority.

03

Decision

Support through the review, responses to queries, and the authorization itself.

Where a different split is needed — more frequent payments, a larger first instalment, or alignment with a financial year — the schedule is redrawn before the contract is signed.

How the work can be scoped

Full cycle

From the product list to authorization, including post-registration support.

Selected stages

Only the work required — for example gap analysis and dossier preparation, without filing.

After authorization

Pharmacovigilance, labelling updates and variations, engaged on their own.

Commercial terms

Staging Instalments are shaped around the client. The customary three points can be combined, divided or retimed.
Volume A reduction for multi-product portfolios, applied once the scope is known.
Partnership Terms reserved for clients with a recurring registration programme.
Currency Invoices are issued in the currency of the contract. $ USD, € EUR, £ GBP, ¥ CNY, ₸ KZT and ₽ RUB are accepted as a matter of course.
Portfolio review A complimentary analysis, valued at 15,000 RUB, is credited in full against the registration contract if you proceed with SoloReg.
$ USD € EUR £ GBP ¥ CNY ₸ KZT ₽ RUB

The quotation is issued only after the initial review, so the fee reflects the actual scope. A project-specific proposal is prepared within 24–48 hours of receiving the product list.

FAQ

Frequently asked questions.

What manufacturers ask before a dossier is filed. Classification, the errors that produce a refusal, time and cost, the clinical question, the shape of the file, the work after the stamp — and what one authorisation actually opens.

01

The first decision

Is the product a medicine, a device, or a dietary supplement?

The category chooses the law. The law is not chosen afterwards.

A pack that looks pharmaceutical is not a classification. The Union keeps separate procedures, and a product filed on the wrong one is not repaired by a letter. It is refused, or it is authorised in a form the other member states cannot recognise.

CategoryThe ruleThe pathway
MedicinesCouncil Decision No. 78 of 3 November 2016Union procedure. A reference member state, then recognition.
Medical devicesCouncil Decision No. 46 of 12 February 2016By risk class. A reference state may be Russia.
Dietary supplementsNational law, not the medicinal rulesState registration. In Russia, a certificate of state registration.
Veterinary medicinesA separate Union actNot Decision No. 78. Named at the start, or not filed as a human medicine.

02

What the authority actually returns

Why are dossiers refused?

Most refusals are not scientific surprises. They are a file written for a different jurisdiction.

  • Instructions drafted to EU practice, then offered as if they were EAEU rules.

  • A shelf life stated without a stability study that supports it, or contradicted by the data that does.

  • Analytical methods that do not meet the pharmacopoeia the procedure actually requires.

  • Readability testing of the patient leaflet omitted, or run in a language that is not a language of a member state, where the procedure requires the test.

  • No proof of bioequivalence, or a comparator that the reference state will not accept.

A gap found after filing costs the clock. A gap found before filing costs a meeting.

03

Two clocks, and a fee that is named

How long does registration take, and what does it cost?

The statute has a clock. A project has a longer one. A fee is quoted after the pathway is named — not before.

For a medicinal product, examination in the reference member state is limited by the Rules: it is not to exceed 140 working days from a valid filing to the authorisation, questions aside. Recognition in another member state then has its own window, commonly up to 60 working days once the expert report is open to that state. Those are not the elapsed life of a project. Preparation, a deficient file, samples, a GMP inspection and the answers themselves sit outside that count. In calendar time, a complete medicinal project is commonly twelve to twenty-four months. It is not a promise.

A dietary supplement is not on that clock. State registration, once samples and a complete file are in hand, is measured in weeks to a few months. A medical device follows its risk class and the reference state chosen for it.

State duties are set by the member state and are separate from professional fees. Both are stated in the scope, after classification. They are not hidden in a line of services, and they are not published here as a floor price.

04

The clinical question

Must we conduct local clinical trials?

Not as a rule. Sometimes a bridge. For a generic, often bioequivalence. A full local Phase III is the exception, and it is never assumed.

A medicine already authorised by an ICH authority, with a multinational data package, is not automatically sent back to a local Phase III. The existing clinical file is read against the procedure. What the reference state may still require is narrower: a bioequivalence study against an acceptable comparator, a justification that a biowaiver applies, or a bridging study where the data do not travel.

The authority may also make authorisation conditional on a post-registration study of safety or effectiveness in local patients. That is not the same thing as a trial before filing, and it should be known before the contract is signed.

05

The shape of the file

What documents are required, and in what form?

For a medicine, one eCTD. Modules 1 to 5. In the language of the procedure — not in the language of the source file.

  • Module 1 is administrative, and it is rewritten to the Union form: application, product information, mock-ups, fees, powers of attorney.

  • Module 2 — the quality, non-clinical and clinical overviews — is submitted in the language of the procedure. Where the reference state is Russia, that language is Russian, written as a regulatory text.

  • Modules 3 to 5 carry the science. Source data is held, cross-referenced, and completed only where the gap analysis says the authority will ask.

  • Notarisation and legalisation are applied where the procedure requires an instrument to be an instrument: powers of attorney, GMP certificates, certificates of a pharmaceutical product, corporate documents. A stamp on every translated page is not a sign of care.

A medical device is not an eCTD. Its file follows Decision No. 46 and the risk class. A dietary supplement follows the national list for state registration.

06

After the stamp

What continues after authorisation?

The certificate is the beginning of a correspondence, not the end of the engagement.

  • Pharmacovigilance. The Union has its own rules of good pharmacovigilance practice. A single marketing authorisation does not make the obligations interchangeable. The holder still meets them in each member state where the product is placed on the market: a local responsible person, the local language, and the local clock for a report.

  • Labelling. Pack and leaflet follow the language and the format of the state in which the product is sold. Russian does not discharge Armenian or Kyrgyz where those are required.

  • Variations. A change of composition, manufacturer, site or other registered particular is a formal variation, or in some cases a new authorisation. It is not a quiet update of the artwork.

07

One file, five states

Can one country open the rest of the Union?

Yes. That is the point of the procedure. It is not a passport that ignores the border.

An authorisation granted in a reference member state — often Russia or Kazakhstan, chosen for the product and not by habit — can be recognised in Armenia, Belarus, Kazakhstan and Kyrgyzstan. The market is more than 180 million people.

Recognition is a procedure, with its own file and its own clock. It can be run after the reference decision, or prepared so that it does not start from a standing stop. National labelling and national pharmacovigilance remain. Access to five states is not five copies of one label.

Timelines describe a complete file and a procedure without extraordinary delay. They are not a warranty. The pathway, the data and the authority decide the project.
